Civil Servant for over 30 years

A proud graduate of Norfolk State University, Billie earned a Bachelor of Arts in Sociology with a concentration in Criminal Justice in 1990.

Beyond his professional career, Billie is deeply committed to service and community engagement. He is an active member of Alpha Phi Alpha Fraternity Inc., Epsilon Iota Lambda Chapter, and serves as the Assistant Chapter Representative for the Gospel Music Workshop of America Southeast Region. He is also a lifetime member of the Norfolk State University Alumni Association and the NSU Marching Legion.

Billie lives by a purpose-driven philosophy, striving to help others and fill the voids where support is needed most. He believes in making a meaningful impact, guided by the mantra that someone's life and situation may not change until they pass his way. With this mindset, he remains focused, goal driven, and committed to excellence in every aspect of his work and service.
